Prepare veggies and set aside for later use.

In small bowl, mix together soy sauce, brown sugar, cornstarch, water, oyster sauce, sesame oil, white pepper, and red pepper flakes until fully combined.

Cook noodles according to package directions. Drain and then rinse with cold water to stop cooking. Set aside.

In hot pan or wok, cook vegetables just until tender. Add sauce and noodles and cook until fully combined and sauce is slightly thickened. Garnish with green onions.
