In small bowl, mix together soy sauce, brown sugar, cornstarch, water, oyster sauce, sesame oil, white pepper, and red pepper flakes until fully combined.
3 Cook noodles according to package directions. Drain and then rinse with cold water to stop cooking. Set aside.
4 In hot pan or wok, cook vegetables just until tender. Add sauce and noodles and cook until fully combined and sauce is slightly thickened. Garnish with green onions.
