In a large skillet over medium high heat, brown ground beef, onion, garlic, and peppers. Stir in green chilies, beans, spices, and season with salt and pepper to taste.
3 Spoon enough enchilada sauce into 9x13 to barely cover bottom. Put one layer of tortillas on top of sauce and then spread a few scoops of beef mixture on top. Sprinkle with cheese. Repeat layers, topping with all remaining enchilada sauce, then all remaining cheese.
4 Bake for 30-35 minutes or until bubbly throughout and cheese begins to brown.
5 Garnish with chopped cilantro, sour cream, and/or sliced avocado if desired.
